On the back part of the spare well there are two tabs about 10" apart. The ones on my nomad are bent out at a 90* angle. Are they supposed to be straight up and down to meet with the ones on the wooden well cover and kind of latch it in place?

No. If i understand what is at 90 degrees to what.
Let me dig up a photo of an original spare lid. Picture is worth a thousand words.

I'm not asking about the ones on the lid but the ones welded on the spare tire well. Mine are bent out into the well at a 90* angle.

They shouldn't stick out like that. They are basically a bump parallel to the side of the well that the bracket on the lid kind of snaps over with just a friction fit. Once someone comes up with a pic, it will be easier to comprehend.
