on a chevy 216 should i beable to push down on the rockers on the lifter side and lift the rocker off the valve spring?

you should have a little bit of gap, not sure of the dimitions but you should have a bigger gap on the exhaust valves.

If it is spongey, you may have hydraulic lifters.

i think they are hydro.because when i push down on them i get a good 1/4 in gap

A 216 would not have hydraulic lifters, an early pre 53 235 car engine would. Take a quick glance at the push rod cover on the passenger side. is it short stopping under the spark plugs or does it extend up and around the plugs to the top of the head?

what 2 blue said about the side covers will let you know 100% what you have under the hood.

why do you have this question?

is the engine noisy?
running rough?

depending were the cam is and if its putting tension on the valve train will make a difference on how much "play" you have in your rocker/lifter combo.

to know for sure take the side cover and valve cover off and watch when the cam is over lapping and both valves are closed on teh compression stroke to know for sure what going on.

also if they are hydro lifters and the engine has been shut down for a long time they will "bleed out and get spongy also the more you press on them and fiddle with them with the engine off you will force any remaining oil out and make them spongier.
