I've replaced the shocks front & back. Front end is too high. 151/2" from bottom of bumper to ground.
What do I need to do to lower?

Heavy duty springs will also raise the front end about an inch-ask me how I know.

Slight correction, shock can change ride height if they are the wrong shocks. If they are fully compressed and too tall, they can change the ride height. Very unlikely, however. It would be unusual for the spring to come out of the pocket just from raising the car up to change the shocks, but make sure they are seated in the pockets properly. Worse comes to worse, take the shocks back off and let the car down and see what the ride height is then.

Is there something that gives me the dim. of ground to bumper for the front? I know the back is low for it had load levelers on it when I got it.

Bumper to ground measurement will vary with tire size and bumper adjustment. There is a procedure in the shop manual to check the stock ride height. .... Link to ride height.
