Does the idle stop solenoid plunger push the throttle forward a little in order to idle good when the air-conditioner clutch hooks?

yes,speeds idle up when ac is turned on.

Can I wire this and manually engage the piston to increase the idle? Perhaps a toggle switch?

Here is a diagram of the controlling rely (anti-dieselling relay). Check to see if your AC wiring is set up for this as it may help you in tying in a separate switch.
