Any body know how the licence plate panels mount to the bumpers on 64 impala. Any pics would be great

If you mean the aluminum panels, they use clips that need to be inserted into the holes of the panel and bumper and then squeezed with a set of pliers to make them expand and hold the panel in place.

As I recall the rear plate needs some special nuts since you can't get to the back side to use a standard nut, like you can in the front. It is called a Cage Nut. It is the clip on spring metal type with a nut or threaded part to it. Usually black oxide in color. Should be able to pick them up at any auto parts store.
Looks something like this.

Oh, you want to install the whole panel, not the plate.
Arkar is correct. I seem to recall there are instructions and a line drawing in the shop manual.

My '64 rear bumper:

I just took my original rear bumper apart and I have never seen any clips like the ones shown from Impala Bob's.

The valance/liscense panel clips like those from Impala Bobs are correct for 62,63 and 64 valance panels.
I have about 40 - NOS GM clips in the original packages. they look just like the clips from Impala Bobs.
Use a pliers on the flat ends of the clips(hold them without squeezing them togehter). Push them into the hole -hold against the hole and then squeeze the clip flat, so the two flat surfaces touch each other. Sometimes the holes in the bumper and the new valance panel do not line up good and only one site of the clip will hold. The aluminum clips will break if you try to remove them after they are in place.
