On both front headlights on my 1978 Corvette, There are two actual lights. Only the 2 outside lights turn on when I activate the Head lights, what are the other ones for?

The two outside lights burn on low beam. All four lights burn on high beam.

To switch between high and low beams, pull back on the turn signal stalk.
