OK new problem,
was checking total advance timing. so my teenage son is helping, by holding rpms steady at 100 rpm intervals so I can plot the advance curve...
after the top of advance cure my boy goosed it up from 3000 rpms to around 4000 rpms. as the engine decelerated I noticed some smoke coming from the passenger side. I went to that side and saw the last few wisps coming off the exhaust manifold. I had him do a quick rev looking for the source, praying that it wasnt a blown head gasket, nothing...
shut it down checked the oil and it was about a quart low, then noticed oil on the floor... added another quart, fired it up, goosed it from idle, still nothing.
ran idle up to 3000 rpms held steady for about a minute, then started goosing it up from there, finally saw oil shooting out of bolt hole on front of motor, the one used to hold the fuel pump rod in place when swapping a fuel pump..
OK so I thought that it was supposed to normally have a short bolt in it and you used a longer one when changing pump. so I grabbed a shorty and put it in. thought that would take care of it...
Nope, now it is coming out of the dipstick tube...
I checked the PCV valve, it rattles.. I also wiped it off and did a quick suck and blow, it works. I thought maybe a head gasket, but a vacuum gauge is rock steady at 19"...
the only other thing I can think of is maybe I need to install a valve cover breather?
or maybe the returns are not able to keep up with the high volume oil pump? but to me that doesnt make sense because it is basically blowing it out of the pan and out the dipstick.
and it only seems to do it after a sustained high rev is released to decel...
I could sure use some help on this one...

What does your PCV system currently consist of? You should have the PCV valve on one valve cover (usually passenger side), inlet on the other side valve cover. The inlet can be in the form of a breather, or in a stock scenario, a tube going to the air cleaner housing.
Vacuum supply to the valve is good? (hose not kinked or plugged)

It sounds like your crankcase pressure is building up faster than you can let it out so its taking the next path of least resistance. Like Richard said if you can't find something like a kinked line or don't have a breather in the other side you might have a bigger problem.

maybe someone did not install in the block the bottom half of the dip stick tube.

combustion pressure getting past the rings is more than likely the cause and having a good breather is the quick fix .all engines have some pressure get past the rings but most have a breather that allows most of the crank case pressure to remain low

PROBLEM SOLVED!
I installed a breather on the drivers side, and a new PCV valve (I FUBAR'd the original trying to get it out)

makes the few bucks you spend to become a supporting member pay dividends! I've probably saved more than quadruple that amount in just a couple months!
