Normally, but not always, the cable is dry or needs replacing.

What year?? You lube different years in different ways. There is a speedo lube called "Speedometer Lubrication Liquid Graphite" that is the best to use. Dry graphite will not work, as it will not go down the cable. If you have a one-piece cable, lube from the speedo head. Mine is a two parter. I lube from the speedo head (NOT very much), and in the engine compartment by taking the connector apart. I've got just the opposite, or different problem. Tach fluctuates until it get warm enough. Yeah, needs lube also on the shaft. Oh, on the speedo, you might also want to take the speedo out and lube it also. AND, add some grease on the odometer gears.

The cable should be completely removed from the sheath in order to lube properly. A graphite based lube is best.

Clean it with varsol/paint thinner to get all the old stuff off the cable inside. I soaked my cable in a gear oil and wiped off all the excess before putting it back inside the sheath. I haven't used graphite myself.

lol Well, neither have I. BUT, I've used it, liquid type, on speedo cables many times.
