Does anyone know if the horn's can be rebuilt once they stop working? Is there a rebuild kit for these? Anyone ever done this before?

Yes, they can be rebuilt. I have done a couple with rebuild kits purchased from Volunteer Corvette:

You have to drill out the rivets and they'll open up. You will find lots of rust in them. Clean them good and follow the instructions that come with the kit.
