I hate to be a pain but from my experience here it has happened where it was hooked up wrong to begin with but that didn't cause said issue because the egr was bad, once the egr was fixed then the wrong hosing showed itself.
Just double check, the solenoid has 3 ports, one is vacuum from engine, one is switched vacuum to egr and one is vent.
-When egr is off the hose from EGR is diverted to the vent on the solenoid.
-When the EGR is on the hose from EGR is diverted to the engine vacuum.
commonly the vent on the solenoid comes with a foam filter glued to it but not always. I am sure we can turn up a picture if needed.
