Doc, the difference is clearly defined in the Assembly Manual. I have owned one original 65 big block Impala SS and know a friend who had a 65 big block Caprice. The emblems were in different places. In fact, the car I own now has a big block Caprice fender on it that I bought out in California. Had to weld the holes for that emblem and re-drill it to match the passenger side!
If there is some confusion, it's probably because the cars you've observed had mixed or matched fenders on tham after all these years.
66 cars have the BB emblems in the same place on both models (but different from the 65 model year).
Your flags are in the correct location, and it's not a Caprice!
